Shed foundation Question for Virginia resident?

I’m in the process of building a 12X12 garden shed on a gradual slope. I was initially going to use precast pier blocks since the building will be on a slight incline, but after talking with several people, they suggested using builder tubes in order to prevent issues with settling. This brings me to my first question. If I use treated 2×6 lumber for the foundation, how many builder tubes will I need in order to properly support the shed? I’m going to be storing things such as generators, mowers, and pressure washers in the shed so there will be a little weight in it. My last question regarding the foundation is what is the best foundation design to anchor the foundation to the concrete columns? I found these plans on the internet here that is using 2×6 as a sill that is placed over the cement blocks. If I were to put an L-Bolt anchor into the concrete column when it is poured, can I then just drill a hole in the sill in order to fasten it to the column? Thanks for the suggestions and help in this matter.
